"Road gators" — the shredded rubber you see along highway shoulders — are the reason most people assume retreads are the riskier tire. It's a persistent myth, and it's expensive: fleets that avoid retreads on safety grounds are usually paying more per mile for tires without a safety benefit to show for it. Here's what the federal research, the DOT's own certification standard, and the retread industry's trade bodies actually say.
The most direct answer to "are retreads safe" comes from a federally sponsored field study, not a marketing claim. In the summer of 2007, the University of Michigan Transportation Research Institute (UMTRI) — under contract to the Federal Motor Carrier Safety Administration via the Virginia Tech Transportation Institute — collected roughly 85,000 pounds of truck tire debris and discarded casings from five sites across the United States. Researchers analyzed 300 casings and 1,196 debris fragments to determine, wherever possible, whether each piece originated as new (original equipment) rubber or a retread, and what actually caused it to fail. The results were published academically as Page & Woodrooffe, "Roadside Alligators and the UMTRI Tire Debris Survey," Transportation Research Record 2096 (2009); the underlying federal report is archived at the DOT National Transportation Library.
Of the casings researchers could identify, 60% were original equipment and 40% were retreads. Of the loose road debris, the split was 21% original equipment and 79% retread. On its own, that fragment number sounds like it confirms the myth — but debris counts reflect how many retreaded casings are in service and how long they've been run, not a tire's per-mile risk of failure. The study's more useful finding is what it found when researchers traced why the tires in front of them actually failed: the leading identified causes were road hazards (curbs, potholes, debris impacts) and maintenance and operational issues — under-inflation, overloading, and over-deflection — not a defect traceable to the retreading process itself.
The Tire Retread & Repair Information Bureau (TRIB) and the Tire Industry Association (TIA) are the two trade bodies most directly responsible for retread safety data and advocacy in North America. Their position, consistent with the UMTRI findings, is that a properly built and maintained retread fails at the same rate as a new tire — and that when tires do fail, the cause traces back to how they were driven and maintained, not whether the tread was original or bonded on in a second cure cycle.
That position isn't just messaging — large commercial fleets act on it. TRIB managing director David Stevens has pointed out that close to 90% of U.S. fleets running 100 or more trucks use retreads on their drive and trailer positions. Fleets that size track cost-per-mile and downtime relentlessly; if retreads carried a real safety penalty, it would show up in their data long before it showed up in a trade press quote. TIA and TRIB have also taken the safety-and-supply argument to Washington. In July 2026, the two organizations led a Capitol Hill delegation advocating for the Retreaded Tire Jobs, Supply Chain Security, and Sustainability Act (S.2790/H.R.3401) — bipartisan legislation aimed at expanding retread use across public and private fleets, built on the same performance-parity data referenced above.
Safety claims aside, retreaded tires sold in the U.S. and Canada aren't just taken on faith — they're subject to federal performance standards. Under 49 CFR 571.117 (FMVSS 117), a retreaded passenger tire must meet performance criteria similar to those required of new tires, and the retreader — not the original tire manufacturer — certifies compliance by branding a new "DOT" symbol followed by the letter "R" into the sidewall. That "R" mark is a legal certification from the shop that did the retreading, tying the finished tire's safety performance directly to that shop's process and quality control.
None of this data means every casing is fit to retread — it means the retreading process, done correctly, doesn't introduce the risk people assume it does. The safety variable that's actually within a shop's control is casing selection: catching structural damage, prior repair history, and age-related degradation before a casing ever reaches the buffer. That's why a thorough, non-destructive inner-casing inspection — full 360° visibility on the bead and inner liner using an inspection spreader — is standard practice at any retreader serious about the "R" symbol it's putting on the sidewall, not an optional step.
